The government needs specific data on persons living with disabilities to realize development that directly supports the creation of independent human resources, he highlighted.
According to him, the government also needs collaboration to support persons living with disabilities and help them penetrate the informal sector.
Further, the government needs partners who can help provide opportunities and ease of access to training and financial assistance, as well as market access to disabled people.
In view of the proportion of persons living with disabilities in 2022 reaching 7.8 percent of the total Indonesian population, he said he has issued Ministerial Regulation No. 3 of 2021 concerning action plans for persons with disabilities.
The regulation mandates provincial governments and district/city governments to make action plans for disabled people.
The regulation also encourages other ministries/agencies to accelerate regional development programs.
"Currently, there are 21 provinces that have regulations on the fulfillment of the rights of persons with disabilities, in collaboration with local organizations to engage them in development so that they are not treated as objects but subjects," he explained.
On the same occasion, Tourism and Creative Economy Minister Sandiaga Salahuddin Uno expressed his ministry’s support for the Disability Art Festival initiated by Bappenas.
Inclusive development is required to realize the 2045 Golden Indonesia vision that is based on the potential and strength of the people, Uno said.
"I support activities that aim to realize superior human resources through equitable and inclusive education so that it can create welfare and provide change to persons with disabilities," he added.
