Jakarta (ANTARA) - Transfer of civil servants (ASN) to Nusantara Capital (IKN) would be conducted in stages in accordance with institutional screening and housing availability, Minister of Administrative and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas stated.

"We have detailed it with the State Secretary Minister (Mensesneg) regarding screening for transfers of ministries and institutions, plans to fill ASN at IKN, and of course, the digital transformation of the government at IKN in the future," Anas noted in a statement from Kemenpan RB in Jakarta, Thursday.

Anas met with Minister of State Secretary (Mensesneg) Pratikno at the office of Kemenpan RB, Jakarta, Wednesday (Feb 21), to finalize the scenario for moving ASN to IKN based on the institutional, governance, and human resources aspects of the apparatus.

He explained that the strategic role of ministries and non-ministerial government institutions (K/L) had been defined to identify how important their role was to the state, competitiveness, and economic independence of the K/L.

Apart from that, the role and function of K/L as a decision support system as well as a strategic enabler and/or defense and security system was also identified.

Anas explained that competency requirements for ASN at IKN included mastering literacy, having the ability to multitask, and having gained mastery of the substance of IKN principles.

Being able to apply the values of Service Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive and Collaborative (AKHLAK) is also a criteria.

"IKN will implement an integrated work pattern with flexibility in time and location to support a collaborative and agile work system. Therefore, we need digital talents who are ready to accelerate the wheels of government at IKN," he explained.

Anas emphasized that the strategy for moving to IKN is not merely a physical change but also a nationally integrated governance paradigm towards a smart government.

In its implementation, a smart government at IKN prioritizes flexibility, collaboration, and agility with the support of digitalization of government systems.

"Digitalization has played a central role from the start (digital by design), which is supported by the strategy of providing Priority SPBE services through GovTech. This is to increase the effectiveness of government administration, especially during the transition period of moving to IKN," Anas remarked.
