Jakarta (ANTARA) - The National Commission on Disabilities (KND) and the Ministry of Human Rights have signed a memorandum of understanding (MoU) on respecting, protecting, fulfilling, enforcing, and promoting the rights of people living with disabilities (P5HPD).

KND commissioner Jonna Aman Damanik said here on Saturday that the agreement signed on Friday is focused on integrating the human rights perspective for individuals with disabilities.

The purpose of the MoU is to eliminate the stigma against people with disabilities and transform existing policies to align with the goals of P5HPD, which conforms with the development programs initiated by President Prabowo Subianto.

"The stigma against people with disabilities is deeply rooted and hinders P5HPD implementation. This negatively affects their well-being and welfare. Mainstreaming the human rights perspective for people with disabilities is crucial for eliminating this stigma," Damanik said.

The KND and the Human Rights Ministry have also agreed to enhance collaboration by building capacity and ensuring meaningful participation of disabled people in human rights discussions.

The collaboration commitment includes strengthening institutions involved in P5HPD, developing literacy, conducting research, and producing joint publications related to human rights, particularly those concerning individuals with disabilities.

The collaboration also emphasizes the importance of ongoing coordination to develop human rights instruments and reporting systems at the national, regional, and global levels in relation to P5HPD and other activities.

Damanik further noted that Law No. 8 of 2016 concerning Persons with Disabilities was enacted from a human rights perspective.

The law outlines 22 basic rights for people with disabilities, four specific rights for disabled women, and seven specific rights for children with disabilities.

The law has shifted the policies on disability from a charity-based view to a human rights-based one, making them an integral part of the broader human rights framework.
