In this provisional list, the Dutch coach included Septian Bagaskara, who has scored seven goals and provided one assist for Dewa United in Liga 1 Indonesia this season.
Kluivert, the former Barcelona and AC Milan striker, also called up Ole Romeny to the Garuda Squad.
Since his transfer to Oxford United in England's second-tier league, Romeny, who recently acquired Indonesian citizenship, has scored one goal.
Indonesian Football Association (PSSI) Chairman Erick Thohir expressed his elation at the list of players.
"I am delighted with the provisional list of players selected by Coach Patrick Kluivert. This is his first list as the head coach of the national team," Thohir said in a statement issued on Sunday.
He assured Indonesian football fans that Kluivert had consulted with his assistants before deciding on the list.
Thohir observed that the called-up players deserve to make the list.
"I think that the squad composition is well-balanced with the best players in each sector," he added.
He also highlighted the PSSI's plan to call up three additional players: Dean James (Go Ahead Eagles), Emil Audero (Palermo), and Joel Pelupessy (Lommel SK). They are in the process of obtaining Indonesian citizenship.
