Jakarta (ANTARA) - Deputy Minister of Higher Education, Science, and Technology, Stella Christie, has said that creating job opportunities requires quality human resources.

During a scientific oration at the graduation ceremony of YARSI University here on Saturday, she highlighted that the presence of quality human resources in government, industry, and other sectors can open up more jobs, and thereby, bolster economic growth.

"So, if we think deeply, it is humans who create job opportunities, so quality human resources must come first to create the jobs," she said.

"This is a very important factor that has been overlooked lately, despite there are many discussions about improving human resources and job shortages," she added.

Therefore, the deputy minister urged universities, which have a role in creating quality human resources in the country, to adopt a learning perspective focused on research and developing a workforce that is skilled and can adapt to real world dynamics.

She said that having a research mindset does not necessarily mean becoming a researcher. She then pointed to the urgent need for increasing research-based thinking among Indonesian students.

According to data from the World Intellectual Property Organization, in 2024, Indonesia ranked 73rd in terms of knowledge and technological output, lagging behind several neighboring countries such as Malaysia, Thailand, and Vietnam.

"Based on the data, we still have to work hard to optimize our research mindset, which can be seen in our technology and scientific output," she explained.

She said that to achieve this, universities need lecturers or faculty members who are committed to research activities and teaching students based on a research perspective.
