During a meeting with the House of Representatives (DPR) here on Wednesday, Health Minister Budi Gunadi Sadikin said that HALE is a measure of the number of years someone is expected to live healthily.
He informed that Indonesia's life expectancy currently stands at 74 years. However, the HALE measure indicates that Indonesians tend not to remain in good health after they turn 63.
According to the minister, this issue needs to be addressed to ensure a better quality of life, so that people can live long in good health.
Sadikin said that the master plan envisions "a healthy and productive society for Golden Indonesia 2045."
The vision comprises six strategic targets, including realizing a healthy society; a community with a healthy lifestyle; good, fair, and affordable health services; and advanced health technology.
The minister further said that, in addition to HALE, the plan targets to increase life expectancy to 75.40 years and the universal health coverage (UHC) service coverage index to 62 from 55.
Further, the total fertility rate is targeted to be brought down to 2.10 from 2.14.
Out of the 42 indicators in the master plan, he said, some will be assigned to other ministries and agencies.
He pointed out that, according to the World Health Organization, the Ministry of Health only accounts for 30 percent of stunting handling efforts, while the remaining 70 percent need to be made by others.
Giving an example, he said that child marriage is a significant contributor to stunting. However, the Ministry of Health does not have the authority to regulate or ban child marriages.
Therefore, the ministry is working with the Ministry of Religious Affairs and the Ministry of Primary and Secondary Education to prevent the practice.
