In his remarks, Hartarto said the Indonesian government is prioritizing three key areas: closing the digital talent gap, promoting digital inclusion, and strengthening the digital investment ecosystem.
“Digital education and training are the main pillars to ensure Indonesia is prepared for the future of technology,” Hartarto said in a statement on Thursday.
Indonesia is currently the largest digital economy in Southeast Asia, with a market value of US$90 billion—projected to reach US$360 billion by 2030.
To support this growth, the government has launched the Indonesia Makin Cakap Digital (Indonesia More Digitally Literate) program, which aims to empower 50 million people across all provinces to participate in the digital economy.
“Digital inclusion is not just about access—it’s about empowerment, so all levels of society can actively take part in the digital economy,” Hartarto added.

He also emphasized the importance of international collaboration and outlined three strategic areas for accelerating inclusive digital development in Indonesia and the ASEAN region.
First, the partnership between the OECD and ASEAN in implementing the Digital Economy Framework Agreement (DEFA) aims to leverage OECD expertise in data governance, artificial intelligence, and digital trade.
Second, the digital foreign direct investment (FDI) readiness program that is being developed by assessing special economic zones (KEK) and creating a platform to connect multinational companies with local tech startups—fostering synergy and a sustainable tech ecosystem.
Third, harmonization of standards, aligned with OECD best practices, is expected to strengthen digital market integration and promote efficient, transparent governance.
At the meeting, Hartarto also thanked OECD members for supporting Indonesia’s accession process.
He concluded by reaffirming Indonesia’s commitment to global cooperation in bridging the digital divide and achieving inclusive, sustainable prosperity.
“Through global collaboration, we can build a digital economy that is not only advanced but also fair and green,” he said.
