“YLKI urges that the Smoke-Free Zone regional regulation, which is currently being drafted by a special committee, be ratified in 2025, considering it has been under discussion for quite some time without being passed,” YLKI Chairperson Niti Emiliana said in a statement here on Sunday.
She highlighted that Jakarta, as a metropolitan city without a Smoke-Free Zone regulation, has fallen short in consumer protection, especially in safeguarding public health from the dangers of secondhand smoke.
“YLKI also calls for the regulation to include more comprehensive provisions that strengthen consumer protection from exposure to active smokers' cigarette smoke surrounding them, such as the elderly, pregnant women, breastfeeding mothers, and toddlers,” she said.
She also emphasized that the Jakarta Provincial Government must enact regulations that protect consumers’ health.
“As a global city, Jakarta could look to Singapore as an example of effective smoke-free zone implementation,” she added.
Emiliana further noted that Smoke-Free Zone regulation is also mandated under Law No. 17 of 2023 on Health, which requires city governments to formulate and implement such regulations.
“In line with the 498th Jakarta Anniversary theme, ‘Jakarta as a Global and Cultured City,’ the smoke-free zone regulation ratification could help shift public behavior toward a healthier, smoke-free environment in public spaces,” she said.
Earlier, the Indonesian Hotel and Restaurant Association (PHRI) has voiced objections to the Draft Regional Regulation on Smoke-Free Zone in Jakarta.
Chairperson of the Jakarta PHRI, Sutrisno Iwantono, stated on Friday (June 20) that some provisions outlined in the draft regulation would place additional burdens on the operations of hotels, cafes, and restaurants.
