Jakarta (ANTARA) - Indonesia’s free and active foreign policy is not the same as being neutral, Deputy Foreign Minister Arif Havas Oegroseno said on Saturday.

“Neutrality is a legal condition under international law in the context of inter-state relations, particularly in times of war,” Oegroseno stated here on Saturday (July 19).

He explained that neutrality must be specifically declared, for example, Switzerland’s stance during World War II.

“At that time during World War II, Switzerland declared its neutrality, meaning it did not take sides in the ongoing war,” he said.

According to him, Indonesia’s free and active foreign policy translates into being independent and active.

Independence, he said, refers to the ability to determine national policies without external pressure. Meanwhile, being active means actively contributing to global developments, realizing peace, and pursuing foreign policy initiatives that are aligned with domestic interests.

He contrasted this with NATO member states, which, according to him, lack independence in their foreign and defense policies due to their reliance on the alliance.

“This is what distinguishes us from many other countries bound by military pacts,” he added.

Oegroseno also noted that current global dynamics demand nations navigate complex conditions, including major powers, terrorists, online gambling, and climate change, all of which pose threats to countries, including Indonesia.

In this context, he said, President Prabowo Subianto’s recent international visits were part of an effort to strengthen partnerships, with Southeast Asia as the focus, to address these threats.

He highlighted Prabowo’s visits to the Middle East and developing countries in Latin America as evidence of Indonesia’s closeness with the Global South.

“These visits also demonstrate that Indonesia remains a friend to all, friends that have solution-oriented relationships,” he remarked.
