Deputy SOE Minister Kartika Wirjoatmodjo stated in Bandung on Wednesday that the Ministry of SOEs, along with PT Telkom Indonesia (Persero) Tbk (Telkom), is currently building a digital system to monitor all financial activities and distribution of goods in village cooperatives.
"We are currently discussing a digital system with Telkom. We will probably start building the system by the end of this month," he revealed.
He explained that this system will automatically and transparently monitor all cooperative fund disbursements, goods purchases, sales, and inventory.
"Hence, our goal is for monthly reports to be automatically generated for each cooperative, showing the disbursement of Himbara (Association of State-Owned Banks) bank loans, the number of goods sold, and the stock. This will be displayed in the system developed by Telkom," he elaborated.
He stated that the village cooperative payment system will also be integrated with the banking services of PT Bank Rakyat Indonesia (Persero) Tbk (BRI), aiming for mostly cashless transactions to minimize the risk of misuse of funds.
"We are very careful to ensure that as little cash as possible is in circulation because we want to avoid fraud. Therefore, we hope that most transactions will be recorded electronically," he remarked.
In addition to the financial system, the Ministry of State-Owned Enterprises is preparing an integrated distribution system through PT Pos Indonesia (Persero), which will manage the entire procurement process, including subsidized goods such as rice and fertilizer.
"Ordering will be done entirely through the post office. The post office will deliver goods such as the Bulog SPHP rice. Currently, distribution is handled separately, but in the future, it will be handled by the post office for greater efficiency," Wirjoatmodjo remarked.
Furthermore, he stated that the target for completing the entire integrated system is by the end of 2025.
He added that the Telkom system is targeted to start operating next month, while the postal distribution system will follow later this year.
"We are awaiting Telkom's IT system and will be pushing for Bulog's logistics system. Thus, by the end of this year, everything -- Telkom, Bulog, and Pos Indonesia -- must be completed and form a collaborative ecosystem among cooperatives and state-owned enterprises," he stated.
