"I would like to express my gratitude to the entire housing ecosystem for supporting the 3 Million Houses Program," Maruarar said in an official statement in Jakarta on Sunday.
"President Prabowo Subianto has allocated the largest-ever FLPP quota this year, totaling 350,000 units. The government is also providing incentives for the people, including exemptions from Land and Building Acquisition Duty (BPHTB), free Building Approval (PBG), and VAT borne by the government (PPN DTP) for MBR housing."
According to Book II of the 2026 Financial Note and Draft State Budget (RAPBN), the FLPP Program is a breakthrough government policy aimed at improving access to housing finance for low-income communities.
He emphasized that the housing sector plays a critical role in a country’s social and economic development, as it has significant multiplier effects on various other sectors.
The FLPP fund for mortgage financing has been allocated since 2010, with total managed funds from the state budget reaching IDR 135 trillion (approx. USD 8.6 billion) as of the first half of 2025.
The FLPP was initially managed by the Public Service Agency (BLU) — the Center for Housing Financing Fund Management (PPDPP) — from 2010 to 2021.
Under Ministry of Finance Regulation No. 111/PMK.06/2021 concerning the transfer of FLPP and PPDPP funds to the Public Housing Savings Management Agency (BP Tapera), the FLPP fund has been managed by BP Tapera since 2022.
In the 2026 draft budget (RAPBN), the government has proposed IDR 4.40 trillion for Housing Interest Subsidies (SBK) and IDR 1.15 trillion for Down Payment Subsidies (SBUM). These subsidies aim to help low-income families obtain affordable subsidized housing.
SBUM covers part or all of the down payment for MBR housing. MBR beneficiaries of the FLPP scheme automatically receive SBUM. SBK, on the other hand, helps subsidize part of the interest on subsidized home loans.
For fiscal year 2026, the SBK budget will be used to pay for subsidized mortgages issued in previous years (2015–2020), while SBUM remains a complementary subsidy to FLPP mortgages, providing IDR 4 million per unit for non-Papua regions and IDR 10 million per unit for Papua.
