Karnavian made the statement during the 2025 National District Leaders Association (Apkasi) Autonomy Expo on Thursday. He confirmed that 548 regional leaders were elected as of February 2025, with 80 percent lacking experience in executive positions such as governor, deputy district head, or mayor.
“Only 20 percent of them have experience. So indeed, the 80 percent need directives from Mr. President,” Karnavian said.
The minister also noted that there are three associations serving as platforms for coordination between the central and regional governments: the Governors’ Association led by Jambi Governor Al Haris, the Municipal Government Association (Apeksi) chaired by Surabaya Mayor Eri Cahyadi, and Apkasi led by Lahat District Head Bursah Zarnubi.
Karnavian emphasized that Apkasi is the largest organization of regional leaders, with 416 members, and holds a strategic role as it regularly communicates with communities at the district level.
According to the minister, directives from the president are essential to ensure that these leaders understand how to run their administrations effectively while supporting national programs pursued by the central government.
