State Apparatus Utilization and Bureaucratic Reform Minister Rini Widyantini said in a statement that open government is a key part of ongoing bureaucratic reform, aimed at improving public service delivery and strengthening citizen trust.
“Open government is integral to our reform agenda and requires strong multistakeholder collaboration, including through OGP,” Rini said Thursday after meeting with OGP CEO Aidan Eyakuze in Jakarta.
She outlined several reforms already underway, including the merger of 43 non-structural institutions and a cut in structural bureaucracy from five to two levels. These moves have helped boost Indonesia’s standing in the UN’s E-Government Development Index (EGDI).
Moreover, through the Government Institution Performance Accountability System (SAKIP), the government has prevented state and regional budget inefficiency, saving up to Rp128.5 trillion (around USD7.88 billion) within two years.

To improve public services and highlight anticorruption efforts, Indonesia has established thousands of pilot services and Public Services Mall across the country, both in cyberspace and in physical form, she added.
"Bureaucracy Reform Index in the past decade shows a positive trend in all levels of governance. In 2024, ministries and institutions scored 82.98, provinces at 74.63, and districts and cities at 69.46," she noted.
The figures show growing commitment to reform national bureaucracy, she noted. Hence, the open-government concept is in line with the ministry's goal to establish a global-standard bureaucracy.
She expressed commitment that the open government practice is integrated into global movements, such as in regional collaboration in Asia Pacific, on top of being set as a national priority.
On the same occasion, Chief Executive Officer of the Open Government Partnership Aidan Eyakuze disclosed that Indonesia is the first Asian country to be visited to learn about good practices in open government.
Eyakuze said that various achievements and efforts in improving public services make Indonesia a model and inspiration for change and betterment in Asia.
