“Regions can introduce innovations and creative breakthroughs. They have the authority to issue regional or mayoral regulations that directly affect people's lives,” Tito said.
He noted in a statement on Friday following the 2025 Regional Leaders Awards in Jakarta that reforms since the post-reform era have expanded the role of local governments, giving them more autonomy in policymaking.
Tito said the system of direct elections for governors, mayors, and district heads grants them legitimacy, but warned that such power must not be abused.
To safeguard public trust, the government uses a system of rewards and sanctions. Recognition can come from the public, media, or central government, while penalties include criticism, administrative actions, or legal consequences.

“Indonesia has 552 regions, led by 38 governors, 98 mayors, and 416 district heads. All contribute to their communities and national development,” he said.
Tito praised the 2025 Regional Leaders Awards for motivating local leaders to innovate and use their authority to serve the public good.
“This is one example of a non-government reward, in this case from the media,” he said.
Winners in the Regional Innovation category included East Java and Central Kalimantan Provinces, as well as Kutai Kartanegara and Kotabaru Districts.
In Regional Economic Development, Tanah Laut, Tabalong, and Balangan Districts were honored.
The Public Service category recognized Central Papua Province, South Lampung District, Surabaya City, South Kalimantan Province, Jayapura City, Sidoarjo City Police, and Sidoarjo Police’s Criminal Investigation Unit.
Tourism and MSME Development awards went to Bandar Lampung, Malang, Berau District, and Batang Hari District.
The Bekasi City Regional Legislative Council (DPRD) was awarded in the Strategic Cooperation category.
