“The government is acting swiftly to curb feed corn price volatility at the farmer level,” Arief said in a statement.
The program will enable independent layer poultry farmers to purchase subsidized feed corn from Government Corn Reserves (CJP), managed by state logistics agency Bulog.
“Bapanas has set aside Rp78.6 billion to implement the SPHP Corn Program,” Arief added.
Corn stock from Bulog warehouses will be distributed to farmers at a fixed price.
“Some 52,400 tons of corn will be sold at Rp5,500 per kilogram. The government will subsidize the price difference,” he said.
The move follows President Prabowo Subianto’s directive to strengthen domestic agriculture.

“Self-sufficiency requires strong local producers. Domestic demand must be met by local output,” Arief said.
Corn prices recently exceeded the government’s reference price (HAP) of Rp5,800/kg. On September 1, the national average stood at Rp6,628/kg, up 2.65 percent from Rp6,457/kg in August, according to Bapanas data.
“Fixing the price at Rp5,500/kg will help stabilize egg production and support farmers through year-end,” Arief noted.
Bapanas is working with the Ministry of Agriculture to identify eligible farmers, using data from last year’s SPHP program.
As of Aug. 30, Bulog held 63,800 tons of corn in storage, with 95.5 percent stored for less than six months and in good condition.
Bulog has also been instructed to absorb local corn harvests, in line with the National Food Agency Head Decree No. 216 of 2025 and Presidential Instruction No. 10/2025.
Under the decree, the Government Purchase Price (HPP) is Rp5,500/kg at farm level for dried shelled corn (18–20 percent moisture), and Rp6,400/kg at Bulog warehouses (≤14 percent moisture, ≤50 ppb aflatoxin).
“It’s now time to distribute what was absorbed during harvest,” Arief said, adding Bulog will soon begin the first SPHP Corn Program of 2025.
