The enactment of the bill has become one of the key demands voiced during the recent wave of demonstrations across the country. The legislation is expected to serve as an effective deterrent against various crimes, notably corruption.
"If initiated by the DPR, I believe the talks will conclude more quickly," Agtas said in Jakarta on Wednesday.
He explained that the Ministry of Law would first coordinate with DPR leaders to determine whether the legislative process would be advanced by the parliament or the government. Regardless, he emphasized that the DPR is, in principle, ready to push deliberations forward.
Reiterating the government's stance, Agtas underlined that President Prabowo Subianto had repeatedly assured the public of his administration's commitment to making the passage of the bill a priority.
"Note that even before the demonstrations, we in the government had been making preparations," he stressed, adding that efforts are underway to include the Asset Confiscation Bill in the 2026 national legislation program.
Addressing proposals to issue a government regulation in lieu of law (Perppu) as an alternative, he stressed that such a legal instrument should not be used lightly.
He asserted that it would be preferable for the regulation to be deliberated and enacted through parliament in the normal legislative process.
Earlier, on Tuesday (September 2), Deputy Chair of the DPR Legislation Body (Baleg) Sturman Panjaitan affirmed that the parliament would make every effort to fast-track the bill’s formulation in response to public demands.
He noted that the DPR had convened a meeting on Monday (September 1) to advance the legislative process and assured that the public’s aspirations would be taken into account.
