“This bill is a mandate for us. The Ministry of Manpower continues to support it and hopes the bill will provide fair legal certainty and social security for domestic workers, along with equal treatment before the law,” Yassierli said during a Public Hearing with the House of Representatives’ Legislative Body (Baleg) at the Parliament Complex, Senayan, Jakarta, on Wednesday.
He noted that there are at least 4.2 million domestic workers in Indonesia, many of whom are vulnerable to losing their labor rights.
One of the challenges, he added, is that Indonesia’s current labor law does not specifically or firmly regulate domestic workers.
"The PPRT Bill must be passed immediately as it has already been included in the 2025 priority National Legislation Program (Prolegnas). Its presence will provide solutions for domestic workers,” he remarked.
Yassierli further explained that domestic workers have specific characteristics, requiring dedicated regulations that also take sociocultural factors into account.
“Domestic workers’ employers also come from various economic backgrounds, from lower to middle and upper levels. Therefore, the regulations must ensure comprehensive protection of human rights,” the minister said.
According to him, domestic workers should also be entitled to formal work agreements with clearly defined job scopes. He stressed that existing laws related to domestic workers remain scattered and lack specificity.
“This is why a specific law to protect domestic workers is important, so they will be better protected. Such a law will also create more dignified opportunities in domestic employment,” he added.
Furthermore, House Legislative Body member I Nyoman Parta emphasized that domestic workers should receive maximum legal protection.
“The key point here is the state’s and Baleg’s intention to provide protection. In fact, this includes an affirmative stance to ensure that domestic workers gain maximum protection,” Nyoman said.
