"We discussed this in a plenary meeting yesterday. Construction work without proper coordination must be avoided in the future," he said on Thursday.
The governor acknowledged that excavation projects had triggered public frustration several times.
To prevent further disruption, he insisted that such works be properly managed as they directly affect traffic flow.
"Therefore, everything must be formulated, including my request for an SOP for construction," Pramono added.

He stressed that the SOP must involve regional-owned enterprises (BUMD), technical agencies, and the Transportation Agency.
This, he said, would ensure road projects do not cause major disruptions to public mobility.
"I am truly concerned about traffic congestion in Jakarta, especially in TB Simatupang," he said.
As part of easing congestion in the area, Pramono banned freelance traffic controllers and illegal parking attendants along TB Simatupang in South Jakarta.
He said traffic management in the area must fall under the Jakarta Transportation Agency, the Public Order Agency (Satpol PP), and the police.
Pramono also urged contractors to minimize the barriers separating projects from roads to allow wider access for motorists.
Earlier, he noted that tackling Jakarta’s traffic problems cannot rely solely on technology, such as the Intelligent Traffic Control System (ITCS), now used at 65 of 321 intersections.
To ease congestion on TB Simatupang, the Transportation Agency has proposed several measures, including diverting the Cipete-Pondok Labu Toll exit to Lebak Bulus or Pondok Indah, and building a layby and traffic island on RS Fatmawati–TB Simatupang Road.
