Speaking in Jakarta on Sunday, Kompolnas Commissioner Muhammad Choirul Anam said reform efforts should build on existing frameworks. He stressed that these three pillars are essential to create a more professional, rights-based police institution.
“These can form the foundation — helping identify what must be strengthened, improved, or replaced. This could serve as a roadmap toward a humanist, rights-respecting police force,” Anam said.
He urged a review of existing instruments to keep pace with digital advancements, emphasizing their alignment with constitutional protections such as freedom of speech, opinion, and assembly.
“In today’s digital age, we must ensure our instruments remain relevant and effective in protecting citizens’ rights,” he said.
Citing reports from civil society, Anam acknowledged that police repression against civilians persists. He said human rights tools within the force must be reinforced.
“If these repressive actions are still rooted in institutional culture, they must be addressed head-on,” he added.

Education, Anam argued, is key to instilling a humane policing culture. He called for deeper integration of human rights values into police education and training.
“If violence or abuse of power is seen as normal, then cultural reform is necessary — and education is the most strategic entry point,” he said.
Anam also highlighted the importance of both internal and external oversight, including Propam and Kompolnas, respectively.
“How effective is Propam? And what about Kompolnas itself? Strengthening external oversight is crucial to prevent violations and push meaningful reform,” he said.
Last Thursday, President Prabowo Subianto met with the Nation’s Conscience Movement (GNB), which called for police reform.
The president responded by pledging to form a dedicated commission to evaluate the institution.
