West Papua Governor Dominggus Mandacan in Manokwari on Thursday stated that regional revenue management must transform from conventional methods to an integrated digital-based system.
"To be more transparent, accountable, integrate data into a centralized system, and provide easy access for the public," Mandacan said.
The provincial government, he explained, has enacted Regional Regulation Number 1 of 2024 concerning Regional Taxes and Regional Retribution, which is further elaborated in Governor Regulations Number 23 and 27 of 2024.
The regulation requires provincial government agencies, such as Bapenda, to enhance their management of information on regional tax and revenue, making them more innovative and up-to-date.
"Regional governments are obliged to strengthen efficient, effective, transparent, and equitable fiscal decentralization," Mandacan explained.
Furthermore, he said, regional governments face the challenge of optimizing regional taxes through the implementation of tax options and policy innovations designed to improve the inter-regional tax distribution mechanism.
The policy aims to accelerate fund distribution and enhance the role of district governments in managing local revenue (PAD) without increasing the administrative burden on individual taxpayers.
Meanwhile, the Head of Bapenda, M. Bachri Yasin, explained that the implementation of the regional retribution management information system, known as Samaria, underwent two trials before its official launch.
The use of Samaria was motivated by the partial retribution information system service provided by each regional apparatus organization in the West Papua region.
"We are also collaborating with a research and innovation institution to perform maintenance to ensure its safe use," Yasin said.
