He said the previous disbursement mechanism took too long and risked disrupting the implementation of Public Service Obligation (PSO) programs run by state companies.
Faster subsidy and compensation disbursements, he added, are expected to maintain stable cash flow.
“This is to ensure that PSO programs do not disrupt the cash flow of companies such as Pertamina and PLN,” Purbaya said during a hearing with the House of Representatives’ Commission XI in Jakarta on Tuesday.
To implement the policy, Purbaya instructed Finance Ministry Budget Director General Luky Alfirman to devise a strategy for accelerating the process.
He emphasized that disbursements should be completed within one month after reviews and audits are finalized.
The 2025 state budget allocates Rp496.8 trillion for subsidies and compensation, although the government projects a lower realization of Rp479 trillion this year.
As of August 31, 2025, disbursements reached Rp218 trillion, or 43.7 percent of the allocation.
Purbaya also revealed that Rp55 trillion in compensation arrears for the 2025 fiscal year will be settled in October.
For the 2024 fiscal year, all payments have been completed, with the final disbursement made in June 2025.
He acknowledged discrepancies between Finance Ministry records and data from several SOEs on compensation payments.
Purbaya said the ministry will re-examine its data and urged companies that still see outstanding payments to report directly to him.
