Jakarta (ANTARA) - The Ministry of Hajj and Umrah has emphasized that the calculation of hajj quotas for each province will once again follow legal provisions.

The policy aims to ensure that the national average waiting period for hajj is evenly distributed at around 26 to 27 years.

Deputy Minister of Hajj Dahnil Anzar Simanjuntak said that quota allocations among provinces have so far been considered inconsistent with existing regulations.

The Audit Board of Indonesia (BPK) has repeatedly recommended that the government evaluate the quota calculation method.

According to Article 13 of Law No. 8 of 2019 on the Organization of Hajj and Umrah, the quota must take into account the number of Muslim residents and the waiting list in each province.

By using this regulation-based calculation, the national average hajj waiting time is projected to be around 26 to 27 years.

The scheme is expected to reduce disparities, where some provinces currently face waits of up to 40 years while others only a little over a decade.

Minister of Hajj and Umrah Mochammad Irfan Yusuf added that the government is currently discussing the quota distribution with the House of Representatives (DPR).

Indonesia’s hajj quota this year remains at 221,000 pilgrims, in line with the allocation from the Saudi Arabian government.

The distribution will be carried out under a national queue system to ensure fair access across provinces.

According to Irfan, the new system will also affect the distribution of hajj fund benefits.

With this mechanism, the benefits received by pilgrims are expected to be more proportional, avoiding sharp differences between those who have waited two decades and those who have waited three.

The government has submitted this proposal to Commission VIII of the DPR and expects to soon secure clarity on which quota distribution mechanism will be implemented.
