“Wait until this afternoon for more definitive information regarding the agreement,” said Director General of Oil and Gas at the Ministry of Energy and Mineral Resources, Laode Sulaeman, told reporters at the ministry’s Jakarta office on Friday.
He explained that the ministry would meet with gas station operators to negotiate a deal between the business entities.
Earlier, Energy and Mineral Resources Minister Bahlil Lahadalia stated that private gas stations such as Shell, Vivo, British Petroleum (BP), and Exxon Mobil had agreed to purchase additional fuel stocks through an import scheme facilitated by Pertamina.

The measure is intended to address fuel shortages that have affected several private gas stations, including Shell and BP, since August 2025.
According to Lahadalia, the agreement requires private gas stations to meet several conditions for participating in the import scheme with Pertamina.
The first condition is that the purchased fuel must be pure base fuel, which would then be blended in their respective gas station tanks.
However, to date, no private gas stations have purchased base fuel from Pertamina.
