Manokwari, W Papua (ANTARA) - Prosecutors in West Papua have arrested a fugitive convicted in a 2012 cattle procurement graft case that cost the state Rp1 billion (US$64,000), officials said on Saturday.

The convict, identified only as FXN, was captured in Jakarta on Thursday (October 2) by the Attorney General’s intelligence unit after eight months on the wanted list.

He was briefly held at Salemba Detention Center before being transferred to Manokwari Class IIB Prison on Saturday.

“This morning, the fugitive arrived and was immediately transferred to prison,” said West Papua Prosecutor’s Office intelligence chief Muhammad Bardan at Rendani Airport, Manokwari.

FXN was found guilty of bypassing procurement procedures when getting appointed verbally by Kaimana Agriculture Department Head Kristian Efara to supply cattle to two farmer groups.

The distribution failed to meet Ministry of Agriculture regulations and lacked documentation.

An audit by Indonesia’s Supreme Audit Agency (BPK) in 2015 confirmed a state loss of Rp1 billion.

FXN was sentenced to four years by the West Papua Corruption Court in 2019, increased to 10 years on appeal. The Supreme Court later adjusted the sentence to seven years and a Rp200 million fine.

Despite three summonses, FXN ignored the execution order, prompting his placement on the wanted list in March.

West Papua had received over Rp48 billion in central funds for livestock and food security programs. However, in Kaimana, the Rp1 billion allocation was misused, with no evidence of proper spending.

Meanwhile, Papua police named nine suspects in a separate village fund embezzlement case in Lanny Jaya District, involving Rp168 billion in losses from the 2022–2024 budget.

The suspects include former officials, local bank heads, and village empowerment advisors. Over Rp14.6 billion in cash, land, and vehicles has been seized.

"The nine suspects have been charged under Articles 2(1), 3, and 5(1)(b) of Law No. 31 of 1999 on the Eradication of Corruption," said Papua Police Special Crimes Director Sr. Comm. I Gusti Era Adhinata.

Police say investigations are ongoing and more suspects may be named.
