“In this initial phase, approximately 20,000 graduates will participate in a six-month internship running from October 15, 2025, to April 15, 2026,” Noor said on Wednesday.
He made the remarks during the 12th Convention & International Conference of the Indonesian Association of Technology and Vocational Education Experts (Paptekindo).
Noor explained that the national internship program serves as vocational training using project-based learning on a national scale and aims to boost overall productivity.
“If the interest from graduates continues to grow, we have prepared a second phase to accommodate another 80,000 participants,” he added.

He emphasized that education and vocational training are key to developing quality, globally competitive Indonesian human resources.
“This includes not only technical skills but also fostering productive, innovative, and adaptive character to meet technological advances and industry demands,” Noor said.
He referenced the mandate of Law No. 13 of 2003 on manpower as a guiding framework.
To support this, the government issued Presidential Regulation No. 68 of 2022 on the Revitalization of Vocational Education and Training, aimed at enhancing human resource quality through market-relevant vocational education.
“Linking industry and education is crucial, which is why the government continues to strengthen the national vocational ecosystem through strategic programs,” Noor added.
