He noted that within the first year of Prabowo’s leadership, the number of NIBs issued through the Online Single Submission (OSS) system rose from 10.6 million to 14 million.
"This is a very significant figure. It shows that Indonesia’s business climate and economy remain strong and continue to grow," Pasaribu said in a statement on Monday.
He added that the increasing number of registered businesses demonstrates the public’s growing confidence in Indonesia’s transparent and integrated business licensing system.
The deputy minister also emphasized that the government continues to improve the investment ecosystem to make it faster, more measurable, and more efficient.
He further highlighted efforts to accelerate the licensing process through the implementation of Government Regulation Number 28 of 2025, which establishes a Service Level Agreement (SLA) for business licensing.
The regulation strengthens the application of the “fictive positive” principle — a mechanism under which a license or standard certificate is automatically approved if the issuance deadline passes. The policy is designed to provide certainty and ease of doing business for many entrepreneurs.
According to Pasaribu, about 132 types of permits are now covered by the “fictive positive” mechanism.
"For example, a hotel business license must be completed within 14 days. If no decision is made within that time frame, the license is considered issued, allowing the business owner to immediately begin operations," he explained.
Pasaribu affirmed that these measures reflect the ministry’s commitment to creating a conducive and equitable investment climate while promoting balanced national economic growth through greater ease of doing business.
