Hasman Ma’ani, a community self-help mobilizer at the ministry’s Human Resources Development Agency (BPSDM), said facilitators are key to ensuring that climate adaptation, disaster mitigation, and food security issues are reflected in village development plans.
“The preparation of climate-informed village development documents begins with identifying local climate risks and their impacts,” Ma’ani said during an online workshop on Thursday.
He emphasized that assessing climate risks is a core duty of village facilitators and must be clearly communicated to ensure policies stay on track.
Ma’ani added that findings from these assessments should be integrated into the Village Medium-Term Development Plan (RPJMDes) and the Village Government Work Plan (RKPDes).
“All plans must be discussed through village deliberations so that activities to strengthen climate resilience can be properly funded through the village budget,” he said.

He also noted that facilitators play a key role in monitoring and evaluating the implementation of climate resilience initiatives, ensuring that all village programs align with sustainable and self-reliant development principles.
“A village facilitator must be capable of driving behavioral and social change while building individual and institutional capacity within the community,” Ma’ani explained.
The ministry hopes that with active support from facilitators, villages across Indonesia can integrate climate resilience into their long-term development strategies while enhancing their ability to face disasters and extreme weather events.
“Village facilitators serve as agents of transformation. Their work ensures that rural development aligns with climate adaptation priorities,” he said.
The initiative is part of the government’s broader effort to promote sustainable village development and strengthen community preparedness in response to increasing climate-related risks.
