Delivering remarks at the groundbreaking of the VIP Service Building at Margono Soekarjo Regional Hospital in Purwokerto, Central Java, he said regional hospitals continue to struggle with long-standing problems ranging from unplanned layouts and mounting debt to uneven service delivery caused by poorly connected facilities.
He cited cases in which hospitals were expanded in isolated segments by different management teams, leaving new structures disconnected from existing buildings and hampering future development.
“Whenever there is empty land, construction begins immediately, which leads to poor circulation and weak service integration,” he said.
He highlighted the ongoing revitalization of Sardjito Hospital in Yogyakarta, now in its third development phase, where a redesigned site plan and phased construction guided by a masterplan have increased capacity and streamlined operations.
He said this method could be adopted by regional hospitals with sufficient financial capability, including Margono Soekarjo Hospital, which he described as well-positioned to implement structured long-term planning.

After the ceremony, Budi underscored the need for Margono Soekarjo to draft a comprehensive masterplan to maximize its large land area and eventually raise its capacity to 1,000 beds, ensuring future expansion aligns with service needs.
He said the hospital already demonstrates strong financial performance, provides complete services, employs adequate medical staff, and has ample room to grow, but stressed that many public hospitals either lack a masterplan or fail to follow one.
He added that the central government would continue supporting the hospital, including by supplying robotic surgery systems aimed at improving clinical capabilities and service competitiveness.
He said robotic platforms allow minimally invasive procedures similar to laparoscopy but with greater precision and without large incisions, making surgeries safer and reducing recovery times.
He expressed hope the adoption of advanced technology would enhance the hospital’s appeal and attract more patients seeking high-quality care while reinforcing regional health services.
