The announcement came from Education Minister Abdul Mu’ti during National Teachers’ Day celebrations in Surabaya, East Java, on Tuesday, streamed online by the ministry.
“The MoU covers restorative justice for teachers facing conflicts with students, parents, or NGOs related to their duties. Teachers are agents of learning and civilization,” Mu’ti said.
He noted that teachers face heavier burdens in today’s digital, globalized society, where human value is often measured by material possessions and instant gratification.
Teachers also confront social, cultural, moral, and political pressures, coupled with high public expectations but limited recognition, Mu’ti added.

Some teachers experience financial, social, and mental strain, which occasionally leads to legal troubles, he said.
“This must end. Teachers must be confident and authoritative in front of students,” he added.
Mu’ti emphasized the growing importance of teachers in addressing complex student challenges, including academic, social, moral, and spiritual issues, as well as gadget dependency, online gambling, financial stress, and family instability.
“Teachers are essential both inside and outside the classroom, serving as inspiring, exemplary figures, trusted mentors, motivators, and friends,” the minister said.
National Teachers’ Day is commemorated in Indonesia each November 25. The 2025 theme is “Great Teachers, Strong Indonesia,” highlighting the critical role of teachers in shaping society and strengthening the nation.
