Jakarta Regulation No. 36 of 2025, prohibiting the trade of rabies carrier meat for consumption, has been in force since November 24, 2025, Anung said on his official Instagram on Tuesday.
According to Article 27A of the regulation, the trade of rabies carrier animals for consumption, either as live animals or carcasses, or as raw or processed products, is outlawed.
Article 27B of the province-level ordinance further prohibits the slaughter or killing of rabies carrier animals for human consumption.
The regulation defines rabies carrier animals as dogs, cats, monkeys, bats, civets, or similar animals.
The governor first offenders who violate the ban will receive a written warning, and the rabies carrier animal or carcass they sell will be confiscated for observation.
Additional attention will be given to seized animals that exhibit rabies symptoms, he added.
Meanwhile, repeat offenders who continue selling meat of rabies carrier animals for human consumption despite earlier warnings will have their businesses closed and their business licenses revoked.
Governor Anung stated that advocacy by animal rights activists motivated him to enact the new regulation.
Highlighting his encounter with the activists at City Hall last October, the governor said he pledged to enact such a ban within one month after the meeting.
“When receiving the animal lovers (last month), I promised them to establish a governor regulation,” Anung stated, acknowledging their requests to ban dog and cat meat consumption in Jakarta.
As the ban is in force, the governor expressed hope the measure will help preserve and improve the health quality of Jakartans and reduce rabies infection cases in the capital.
