Indonesia is preparing a public-sector energy-saving strategy covering education, health, and public services, following directives from President Prabowo Subianto, officials said Tuesday.

Coordinating Minister for Human Development and Culture Pratikno said the policy will be data-driven and responsive, drawing on lessons from mobility management during the COVID-19 pandemic to minimize disruption to public services.

"Efficiency steps must be measurable and based on energy consumption and mobility data for each sector, so they do not cause excessive negative impacts on the public,” Pratikno said in a statement issued in Jakarta.

The measures were discussed in a virtual inter-ministerial coordination meeting on fuel-saving policies. Officials stressed that education and essential services must continue operating without major disruption.

The government agreed on five key strategies: flexible working arrangements for civil servants, expanded use of digital platforms, limits on official travel, energy-saving measures in government buildings, and adjustments to online and in-person learning based on subject needs.

Pratikno noted that practical and laboratory-based learning will remain in person to maintain education quality, while other subjects could adopt hybrid or fully online formats depending on conditions.

Officials also highlighted follow-up issues, including adjustments to the Free Nutritious Meals (MBG) program if student attendance shifts, and alternative financing schemes to support internet access for students during online learning.

The cross-sector energy-saving policy is expected to take effect in April 2026. Coordinated action among ministries is seen as critical to ensure efficiency while maintaining public services.

The meeting included representatives from the Ministry of Education, Ministry of Higher Education, Science, and Technology, Ministry of Religious Affairs, Ministry of Administrative Reform, Ministry of Health, and Ministry of Youth and Sports.

Outcomes will be reported to President Prabowo Subianto with detailed energy consumption data and recommendations from each ministry.
