Jakarta (ANTARA News) - President Susilo Bambang Yudhoyono would definitely consider the representation of political parties in his cabinet if he would have to reshuffle it, the presidential spokesman, Julian Aldrin Pasha, said.

"Once again, the president also considers the political reality... (the representatives of) political parties in the second United Indonesia Cabinet can remain the same, but it is possible that it can also be changed. All possibilities can happen," he told newsmen here Tuesday.

President Yudhoyono did understand the dynamics of the people who wanted the cabinet members who did not represent any political party, Julian said.

"However, we also know the political reality in Indonesia. The representation of political parties need still be considered and remain needed," he said.

Apart from that, the head of state had insisted that the composition of political parties must not always be similar to that of the current cabinet line, he said.

"If there is indeed a cabinet reshuffle, it is possible that a minister (representing certain political party) can be replaced by the one from another political party. It can happen as long as the reshuffle does occur. If not, the incumbent cabinet members will work for four remaining years," he said.

Julian further said that reshuffling the cabinet was the president`s rights but he had yet to get the president`s direct words about it.

Despite that, President Yudhoyono regularly evaluated the 2010 performances of his ministers and chiefs of governmental bodies. One of the parameters that the head of state used for evaluating their performances was the Presidential Work Unit for Development Control and Monitoring`s (UKP4) reports, he said.

"The UKP4`s final report will likely be submitted in the near future. It can be on Wednesday or Thursday next week," he said.

Julian said Kuntoro Mangkusubroto-head unit was only obliged to submitting its reports to the president. Therefore it had no obligation to announce the outcomes of its evaluation to public.

He said the UKP4`s reports were only one of a number of parameters that the president could apply when evaluating the performances of ministries and governmental institutions.

On Monday, the UKP4 Chief Kuntoro Mangkusubroto said his unit`s reports would likely be handed to President Yudhoyono on Wednesday (January 12).

He, however, stated earlier that the UKP4 reports about the achievements of the ministries in their action plans had no direct relation with reshuffle.

Reshuffling the cabinet was the president`s rights and the head of state also had rights to use or not to use the UKP4`s reports for evaluating the ministries or governmental institutions, he said.

The UKP4`s reports were only related to the evaluation of 47 ministries and governmental institutions` action plans, he added.
