"I will not support such a resolution" if it is similar to the one on Libya, Medvedev told a news conference.
However, the president did not say whether Russia would veto a proposed resolution.
Meanwhile, Medvedev stressed that Moscow opposes foreign interference in Syria`s internal affairs.
He said that Syrian President Bashar Assad must be given a chance to fulfill his reform promises in the country.
Russia abstained when the UN Security Council voted on Resolution 1973 that authorized air strikes to protect Libyan civilians against Libyan leader Muammar Gaddafi`s forces.
This is the first time that Medvedev has hosted such a big press conference in three years.
The death toll of Syrian army members and security forces killed in clashes with "armed terrorist gangs" in the towns of Tal Kalakh and Daraahas has risen to 15, the state-run al-Baath daily reported Wednesday.
According to official source, a number of the "armed gangs" members have been killed in the clashes that lasted for the last few days.
