Jakarta (ANTARA News) - Former forestry minister MS Kaban expressed optimism here on Wednesday that President Susilo Bambang Yudhoyono would conduct a cabinet reshuffle at the right time.

"Determining the right time for a reshuffle will depend on the president whether in September, October or another month," Kaban said in a discussion about "Reshuffle Effectiveness against the Government and Regional Development," which took place at the parliament building in Jakarta.

Kaban also said that President Yudhoyono had enough courage to decide about a cabinet reshuffle but he would obviously do it at the right time.

Citing an example, Kaban said President Yudhoyono once reshuffled his cabinet during his first 2004-2009 term of office when it was only the first year of his government.

In the meantime, a political observer of the Sugeng Sardjadi Syndicate, Sukardi Rinakit believed that President Yudhoyono will reshuffle his cabinet and now was the right time to conduct a reshuffle this year.

"Last year, the president had a lot of things to consider before conducting a reshuffle, but this year he does not," he said.

The president, according to him, did not believe in

the results of surveys made by pollsters because he had his own judgments about his cabinet ministers` performance.

Kaban said that on the eve of the President`s announcement of a cabinet reshuffle in his first term of office (2004-2009), he was still involved in a discussion with the then Minister of Justice and Human Rights Yusril Ihza Mahendra.

"When I spoke with Yusril on that evening, he was optimistic that he would not be exposed to the reshuffle, but the next day, Yusril`s name was on the list of reshuffled ministers," Kaban added.
