He said President Yudhoyono had so far only communicated with Vice President Boediono about it.
Daniel could not give a firm answer when asked if the President and vice president already had candidates to replace reshuffled ministers.
"Perhaps they discussed the matter but I think it was not like that," he said.
Daniel said a new spirit was needed for the government especially for the rest of three years before the end of President Yudhoyono`s term.
He said the main goal of the shakup was to accelerate and improve the government`s performance.
Before opening the national meeting of the Tarbiyah Islamiyah organization in Jambi on Thursday evening, President Yudhoyono confirmed he would reshuffle the cabinet before October 20, 2011 or before the end of his second year in office after being relected.
President Yudhoyono said the reshuffle would be done based on rational considerations and with due consideration of performance and integrity.
It would also be done based on an objective evaluation in view of challenges in the years ahead.
Chief economic minister Hatta Rajasa meanwhile said when asked on reports that some economic ministers would be replaced that it would all be referred to President Yudhoyono.
"That is up to the President," he said.
He said President Yudhoyono certainly has good reasons if he really wants to change his cabinet.
He said it would also be up to the President if he would decide to choose professionals rather than politicians for economic ministerial posts.
"We must not make a dichotomy among ministers. What is important is integrity, spirit and competence," he said.
Hatta as chief of the National Mandate Party said he had nevr discussed a cabinet reshuffle with the President. He said what he had discussed with the President so far were related to his tasks and jobs.
