The first factor was that the reshuffle was based on the results of an evaluation of relevant ministers` performance and integrity, he said at the Merdeka Palace shortly before announcing the cabinet shakeup.
The second factor was related to the principle of the right man in the right place and the third factor dealt with the cabinet`s needs, he said.
"The fourth factor was the inputs and aspirations of the general public that I received recently. The fifth factor was the need for unity and plurality without ignoring the integrity and capacity of would-be ministers," he said.
The head of state said the cabinet reshuffle was done in a systematic and accountable manner through a series of plans and considerations involving various factors, he said.
The dismissal and promotion of ministries from political parties was surely conducted after consultations with the leadership of political parties in the Democratic Party-led coalition, he said.
In announcing the lineup of the reshuffled cabinet, the President was accompanied by Vice President Boediono, Minister/State Secretary Sudi Sulalahi and members of the presidential staff.
The President said the reshuffle was aimed at improving the performance and effectiveness of the cabinet. (*)
