Jakarta (ANTARA News) - House of Representatives (DPR) Speaker Marzuki Alie has asked Constitutional Court (MK) chief Mahfud MD to prove his accusation about clause trading during the House`s law making deliberations.

"Pak (Mr) Mahfud MD must be able to explain and prove it or else we will see it as mere efforts to politicize DPR," Marzuki said in a text message here on Thursday.

He said the DPR leadership had made efforts to seek information about Mahfudz`s statement but it was not clear as it was made in a lecture in a campus.

Mahfud MD had earlier said that based on his experience as a former DPR member, he could say that discussions on draft laws in the House were often marked by manipulative practices.

He said since 2003, a total of 406 judicial reviews had been filed on controversial legislative products and of the number 97 had been accepted by the MK.

Mahfud mentioned three factors as the cause of defective or controversial legislation, namely the swapping of clauses in draft laws by political players acting not in the public interest but with certain political designs , laws written out of expediency but without reference to academic documents and clause trading.

He said there were big institutions outside the House that were willing to spend huge amounts of money to influence the outcome of legislative deliberations, to have certain clauses included in or scrapped from bills.

"I am speaking in the context of why a lot of judicial reviews have been filed to the MK and it was found that it had happened because of inability to observe constitutional order, lack of correct understanding of the subject matter or also collusion during the discussions," he said.
