Jakarta (ANTARA News) - Vice President Boediono has called on all ministries and state institutions in charge of health service to take concrete actions for the implementation of the national health insurance system (SJSN) as of January 1, 2014.

"It is important for us to prepare supplies of physicians, medical personnel, medicines, the infrastructure, regulations and others," he said at a meeting on health service at his office here on Wednesday.

The meeting was attended by coordinating minister for people`s welfare Agung Laksono, finance minister Agus Martowardoyo, health minister Nafsiah Mboy, deputy education minister Muslia Kasim, deputy minister of administrative reform Lukita D Tuwo and first echelon officials from various ministries and state institutions.

He said the government would implement the mandate of the law as of January 1, 2014 and in view of that he asked the ministry of health to formulate an integrated online system of information and continue to renew the data base on health service centers including hospitals and community health care centers (puskesmas).

"I hope the system could be made available this year so that we could use it for decision making," he said adding that an accurate and detailed school information system has already been made available at the ministry of education.

He said the health information system should contain data about the number of doctors and medical personnel, medical supplies, hospital capacity and locations complete with their geo-spatial coordinates and latest pictures.

Boediono said the health ministry along with the ministry of home affairs should clearly formulate the roles to be played by central and local governments.

"Lines must be clearly drawn. This is important for the integration of national and regional systems," he said.

One of the important aspects that also has to be taken into account is distribution of budget burden, he said.

For example in every penny the central government pays part of it would be contributed by regional governments, he said adding that "certainly it must be adjusted to the capacity of regional governments."

On the occasion vice president Boediono also called for improved coordination among all ministries concerned with regard to meeting the national health insurance supplies.

Agung Laksono said that based on reports he had received not all regions had the capacity to implement the SJSN and this would be put under the central government`s attention.

"Later around 86 million people would be covered by SJSN," he said.

According to the health ministry the government plans to increase the capacity of hospitals by 17,500 beds this year based on the bed occupancy ratio (BOR).

If the BOR in a district or a city is low priority would not be given to the district or city despite the fact that there is still a shortage, he said.

Despite the additional 16,500 beds there will still be a shortage of 70,421 beds and this will be covered next year, he said. (*)
