"They are keen to build smelters; so, we are likely to carry out exports after 2014," he said on Thursday.
He added that the government would not give export permits to other companies because they are not serious about building smelters.
He said the government has so far received around 300 proposals for the development of smelters; close to 175 are not serious and therefore, they will not be given permits to conduct exports after 2014.
Thamrin said the evaluation process for the 125 companies is ongoing. "We have invited experts to assess the smelters and their administration," he added.
"It will be known later as to who has been lying and who has been telling the truth. So, the number may still change," he said.
He added that the government would also request these companies to place certain amount of money in banks to guarantee their seriousness.
As its legal umbrella, he said, the government would possibly produce a government regulation for it.
"We have discussed the matter with the Coordinating Minister for Economy," he said, adding that the government would discuss it with the House of Representatives too.
"With regard to the deadline, the government may still allow tolerance but what is important is that they build smelters," he said.
