Production of gas also was below target reaching only 1,218,000 BOEPD or 98.4 percent of the target of 1,240,000 BOEPD, acting chief of SKK Migas Johanes Widjonarko said.
As a result state revenues from the oil and gas sector totaled only US$31.4 billion or 99 percent of the target of US$31.7 billion set in the state budget for 2013, Johanes said.
"The main hurdles faced is land clearing and procurement," he said at a hearing with the Commission VII of the House of Representatives here on Monday.
He said extreme climate also contributed to failure in reaching the targets.
There was a loss of almost 19,000 barrels of crude oil when the mooring hawser of floating storage and offloading of Cinta Mas off Tuban, East Java broke and was cut off , he cited.
There were also leaks and repair could not be made immediately because of the weather condition, he added.
In addition, there were more than 2,000 cases of stealing and illegal tapping causing an opportunity loss of 1,100 BOPD, he said.
He also said there were delays in a number of oil block coming on stream .(*)
