"(He would only speak) on maritime connectivity or sea toll road, which is only one of the components of the maritime axis," he said on the sidelines of a series of APEC meetings here on Sunday evening.
He said one of the proposals Indonesia as host of the APEC summit in 2013 had made was connectivity.
He said in the three years the Indonesian government planned to develop 24 seaports and four of them would be implemented in 2015.
He said the government is currently seeking to combine the sea toll road with Chinas 21st Century silk road.
Regarding South East China conditions Andi said that in principle the Indonesian government would urge parties involved to adhere to DOC (declaration on conduct of parties) and COC (ASEANs code of conduct).
Indonesia following Non-Block tradition would be in the middle as an axis, he said.
"Actually today we have already been in the middle. Trade and energy so far has already passed through our waters. But so far we have had no adequate maritime infrastructure and so we have been used as a mere transit place. Big ships just pass through our waters and rely on hubs in Singapore, Japan and Australia," he said.
In the future he said Indonesia must become the main player and not a mere transit location.
Andi said with the presence of maritime connectivity the existing hubs so far would be helped to avoid over capacity.
He underlined cooperation with countries in the region such as Singapore, Malaysia, Thailand, Vietnam, China and US with regard to the idea.
