"I appeal to regional leaders to ensure that tax and retribution policies do not become a burden on the people," Minister of Home Affairs Tito Karnavian said in Jakarta on Thursday.
His remarks followed public outrage over Pati district head Sudewo’s plan to raise land and building taxes by 250 percent — a move that sparked mass protests on Wednesday, some turning violent.
Karnavian called on local heads to act prudently when setting tax object sales values (NJOP) so as not to harm residents. He also advised against rushing new policies, stressing the need for public outreach, clear explanations, and time to build legitimacy.
"For example, you could introduce a policy this year but implement it on January 1 next year," he suggested.
The minister emphasized that regional governments must consider real social dynamics when making decisions, and remain open to dialogue.
He also urged citizens to channel demands through legal means. "If you have a demand, please voice it through legitimate mechanisms. Do not stray from legal corridors," he said.
On Wednesday, thousands rallied outside the district head’s office in Pati, Central Java, demanding Sudewo’s resignation.
Although he has since withdrawn the tax hike, protesters still consider him unfit to lead, citing his earlier statement that he would "not relent even if thousands protested" as arrogant.
The demonstration turned violent when Sudewo attempted to address the crowd, prompting object-throwing. Police shielded him, dispersed the protesters, and arrested 11 alleged instigators.
