The head of state noted that he realized and understood that the Act would still apply even though he had not signed it.
"I urge the people to submit a material test to the Constitutional Court to solve the problem," he stressed.
Jokowi revealed that he had not signed it, because it was considered to cause unrest in the public.
The president also stated he would not issue the Government Regulation in Lieu of Law (Perppu), because the DPR would need to sign it in the end.
"The material needs to be tested as many agencies had approved the material test," he added.
The situation in the DPR had not been conducive after the publication of several articles that became a debate in the society, he revealed.
"Indeed, the ministers would not report to me anymore. Therefore, the Ministry of Law and Human Rights has stated that if it has been pushed more than 75 percent, then it would show the long and fast dynamics there," he explained. *** 2 ***
