"The Ministry of Transportation has found unrecorded assets worth Rp11.38 trillion six months ago. We were asked to do an overall revaluation. The Inspectorate General cooperated with the Secretary General and the Directorate General to track the existence of these assets," Wahju Satrio Utomo, the Inspector General of the Ministry of Transportation, stated after addressing a public hearing on the finalization the Auditor`s Code of Conduct and Guidelines for Monitoring the Implementation of the Indonesian Government`s Internal Auditor Code of Ethics (AIPI) in Jakarta on Tuesday.
Utomo noted that the reassessment process has now reached 98 percent, while the assessment of the remaining assets worth Rp199.72 billion was still being carried out.
"About 98 percent has been completed, and only Rp199 billion is still being traced. We hope it will be done by the end of September," he remarked.
In the past two years, the Government Sector has been given a target to resolve asset revaluation, which aims to improve our governance, especially in the state-owned asset (BMN) sector.
The State Audit Board (BPK) has decided and agreed that the new audit process will be carried out after all revaluation processes are completed in accordance with the targets for 2 years, namely 2017 and 2018.
Last year, the government targeted an asset revaluation of about 350 thousand BMN items.
The realization reached 105 percent as some items were not previously recorded. Of course, the value of assets in 2017 increased by 250 percent.
Utomo explained that the reason why the assets could not be traced was mainly due to accounting errors. "Many were caused by recording errors or had been removed. They could also be old buildings that needed to be restored but were not listed, while, in fact, they should have been recorded in the first place," he explained.
For example, in the railroad sector, the officers forgot to record the old railroad with a new one, including the property currently used by the community.
Meanwhile, such cases were also reported in the marine and air sectors, such as port assets, navigation, spare parts, and flight navigation items.
He revealed that if there are untraced assets, the Inspector General of the Ministry of Transportation would make a statement to the owner of the assets.
"A statement should be made first. Later, it will be examined, and those found guilty will be held responsible.
When viewed in terms of region, most assets were found in the eastern Indonesian regions, he revealed.
For that reason, he called on all sectors to be more orderly in recording assets in accordance with regulations that are strictly implemented.
