The policewoman has been identified as Chief Brigadier Christin Batfeni (36), and the deputy district head has been identified by his initials as ED, 31.
At the time of the collision, ED and his colleague, who was sitting next to him, were allegedly under the influence of alcohol, Jayapura Police Chief Adjunct Senior Commissioner Gustav Urbinas said here on Wednesday.
ED, who was not carrying a driving license (SIM) or a vehicle registration certificate (STNK), was driving from the direction of Jayapura, while Batfeni was riding from the direction of Polimak, Papua Province.
The accident happened after ED lost control of the car and entered the right lane, where Batfeni was driving.
Batfeni sustained serious injuries and was rushed to the Marthen Indey Hospital, where she was later declared dead.
Police said they found several bottles and cans of liquor inside ED's car.
ED would have to undergo a test to check whether he had also consumed illicit drugs in addition to alcohol.
Police are continuing to investigate the accident.
ED is currently in the running for the post of Yalimo district head in the 2020 simultaneous regional head elections, which are scheduled to be held on December 9, 2020.
