The governors should also monitor the attempts of district and city governments in providing the budget allocations for the THR and 13th salaries.Jakarta (ANTARA) - The Home Affairs Ministry has urged all regional heads to promptly draft a regulation on the disbursal of the 2022 Eid al-Fitr allowance (THR), Secretary General of the ministry Suhajar Diantoro has informed.
"The Home Affairs Minister (Tito Karnavian) has asked regional heads to immediately realize President Joko Widodo's directives to establish regional regulations regarding the provision of THR and the 13th salary (annual bonus), which are sourced from the regional budget (APBD)," he said.
Diantoro, Finance Minister Sri Mulyani Indrawati, and Administrative and Bureaucratic Reform Minister Tjahjo Kumolo issued a virtual joint statement on Saturday regarding the disbursal of the 2022 THR and the 13th salary to civil servants, soldiers, police, retirees, pension recipients, and state officials.
The Home Affairs Ministry also asked local governments that do not have sufficient budget for the payment of the allowance and annual bonus to provide the bonuses by optimizing budget allocation for employees.
The ministry’s secretary general emphasized that the management of the THR and the 13th salary must be carried out in an orderly, transparent, and accountable manner, in accordance with the applicable regulations while considering the regional financial conditions.

Hence, he appealed to all governors, as representatives of the central government at the regional level, to monitor the distribution of the allowances and bonuses in their provinces.
"The governors should also monitor the attempts of district and city governments in providing the budget allocations for the THR and 13th salaries," he added.
Earlier, regarding the THR, in addition to regional governments, the government had also asked enterprises to pay the allowances to their employees without delay.
Meanwhile, Manpower Minister Ida Fauziyah said that companies must disburse the allowance no later than seven days before Eid al-Fitr, in accordance with the Manpower Ministry’s Circular Number M/1/HK.04/IV/2022, issued on April 6, 2022.
