"Internally, the police also encounters problems in containing and guiding officers that stain the institution's image," he remarked in a written statement issued on Tuesday.
The need for internal reform is driven by the people's tendency to choose the public media as a channel to voice concerns when they encounter actions by police instead of reporting them to the internal police supervisors.
"This has become an important note for the police concerning the people's trust toward the Polri's internal supervisory institution," Laoly said during a supervisory coordination meeting between the National Police Commission (Kompolnas) and Polri.
In addition to providing inputs to the President concerning Polri policies and the promotions and dismissals of police chiefs, Kompolnas also has the authority to handle complaints related to the police's performance, he informed.
To handle these complaints, the commission must synergize with Polri's internal supervisors to realize a precise police force, Laoly, concurrently a member of commission, said.
Efforts must be made to bolster the independence of Kompolnas' functional supervisory role, as mandated by Law No. 2 of 2002 on National Police, and the police chief's 16 priority programs, the minister added.
This is related to leadership supervision against all activities, supervisory function strengthening, and monitoring by people seeking justice.
As a member of Kompolnas, Laoly said he understands that implementing this would not be easy. This is because, fundamentally, humans do not like being watched.
However, the minister said he expects that, through the coordination meeting, a similar understanding and mission can be obtained.
