Legal system reform has frequently been conducted during President Joko Widodo's administration
Jakarta (ANTARA) - Law and Human Rights Minister Yasonna H. Laoly stressed the importance of reforming the legal system to bolster the national legal system and optimize the check and balances system.

"Legal system reform has frequently been conducted during President Joko Widodo's administration," he noted during a focus group discussion (FGD) themed "National Legal System Reform : Ideological, Constitutional, and Legal Culture Approach" here, Thursday.

Legal system reform is undertaken to create a law that truly functions to protect Indonesians and make them prosper, according to Laoly.

This involves introducing the omnibus law method in law formation, institutional structure reshuffle, and also dissemination of information of the four pillars to promote the Pancasila ideology in creating a wise legal culture.

In developing legal system reform, at least three legal subsystems should be developed: legal substance, legal structure, and legal culture.

"The development of legal substance should be dynamic, follow the development and the demand of the people, and be oriented toward making all Indonesians prosper," he stated.

According to Laoly, the success of a country's legal structure can be studied from the success of the law enforcement authority in taking repressive and preventive actions against law violators.

However, in reality, there are still several law enforcement authorities that should have imposed the law, but instead, violated the law that diminishes the people's trust in the law enforcement apparatus in Indonesia.

This factual condition has become a warning over the importance of reforming components within the country’s legal system, especially the law enforcement authority, he emphasized.

This is undertaken, so that the law enforcement process in Indonesia does not deviate from the nation's wish as mandated in the Pancasila ideology and the 1945 Constitution, he stated.

Meanwhile, the legal culture relates to the people's awareness in complying with the law.

"These three elements can affect the success of law enforcement in a country," he explained.
