Jakarta (ANTARA) - Unresolved spatial planning issues hindered the progress of the investment ecosystem and business activities, Chief of the Presidential Staff Moeldoko stated.

"This investment growth is very much needed to strengthen our economic development. Moreover, the threat of a recession is imminent. At this point, 28 countries are already lining up to become IMF's patients," Moeldoko stated at the commemoration of the 62nd Spatial Planning Day and 35th Anniversary of the West Java Land Deed Making Officials Association in Bandung, as quoted from a press release received on Saturday.

The 2020-2024 National Medium-Term Development Plan stipulated an investment target of Rp4,983 trillion, but until June 2022, the investment realization was still at Rp584.6 trillion.

Meanwhile, in 2023, the government set a target of Rp1,400 trillion in investment.

Moeldoko said the government had improved the investment climate through various instruments, including the Job Creation Law, which set the simplification of business licensing.

However, in practice, the implementation was still not optimal, especially related to land use activities, or location permits as it used to be called, he noted.

He cited an example of the unintegrated state of Spatial Detail Plan with the Online Single Submission Risk Based Approach (OSS-RBA).

To date, of the development plans' target of 1,838 Spatial Detail Plans, only 108 have been integrated with the OSS-RBA, which is due to the fact that several regional governments had yet to digitize their spatial planning.

"This is what causes the difference in the process between the OSS-RBA integrated Spatial Detail Plan and the manual Spatial Detail Plan, and of course, this problem is also an issue for notaries," he stated.

He opined that solving spatial problems was not only the job of the central government but also of the regional governments, both at the provincial and district and city scope.

"This problem is very multidimensional, and for that, the solution must also be pursued in a comprehensive manner. The Presidential Staff Office, of course, continues to oversee and debottleneck blockages in the practice," Moeldoko noted.
