Jakarta (ANTARA) - Implementation of the Pre-Employment Card Program with offline training would commence in the first quarter of 2023, Coordinating Minister for Economic Affairs, Airlangga Hartarto, stated.

With the normal scheme, the training methods will be conducted virtually, physically, and in hybrid format. The offered incentives would also be adjusted and targeted to reach one million beneficiaries, the minister noted in a statement received here, Tuesday.

Hartarto explained that the normal scheme would focus more on assistance to boost the skills and productivity of the workforce in the form of direct training costs assistance to participants and incentives after completing the training.

The training will cover skilling, reskilling and upskilling, for which the preparation process has started at the end of 2022.

In preparing the normal scheme, changes to the two Presidential Regulations (Perpres) related to the Pre-Employment Card have been stipulated through Presidential Regulation Number 113 of 2022, as well as changes to the Regulation of the Coordinating Minister for Economy Affairs as implementing regulations that have been stipulated through Coordinating Ministerial Regulation Number 17 of 2022.

Earlier, inclusiveness that reached all levels of society was an indicator of the success of the Pre-Employment Card Program, in which the use of digital technology was suitable in the midst of the current pandemic, Hartarto stated.

This program has reached around three percent of persons with disabilities, 2.9 percent of Indonesian migrant workers, 47.59 percent of beneficiaries from 212 priority districts and cities for extreme poverty reduction in 2020-2022, 19 percent of recipients with elementary school background, and 49 percent of women, of which around Rp8.72 trillion of incentives have been disbursed in 2022.

"Regions were able to fulfill the quota given by the government, so the inclusiveness level of this program was quite high. Some 212 districts and cities were included as poor regions, so we can realize the goal to reach many elements with digital technology," Hartarto remarked.

Earlier, this program was entirely implemented virtually by utilizing digital technology starting from registration to the screening of participants and organizing the training.

"If we did not utilize digital technology and Artificial Intelligence, then this would not work. This includes our efforts to realize inclusiveness. Without digital technology, we will not be able to filter the recipients," he added.
